There have been numerous formulations of state decline or retreat and more or less sophisticated expositions of why this loss of power occurred. Any lack of consensus should not be surprising given the different ways in which the state is understood. For centuries scholars have offered diverse conceptualisations. At its most extreme a Hobbesian tradition of political science sees society as essentially framed by nation states. Human progress is only conceivable through national state development. Weberian sociology similarly emphasises the necessary territoriality of legitimate authority. Yet globalisation over- rides national boundaries and territorial jurisdiction, reducing state power with accordingly serious social consequences.
